On the other hand, a fewer number of countries have followed the “copy & paste” good practice but without understanding the soft issues behind the good practice itself.
The question is… Incubators, to incubate, WHAT?, and accelerators, to accelerate, WHAT? Most world countries have realised that none of these highly resourceful actors have been built to encourage the CREATION of value, but to the CAPTURE of the value, instead.
